Hi Honorbound!
The new Dragon Mark hero is The Valorous King. You need 1000 dragon marks to summon him and you'll find him under Research / Summon, all the way to the right.
There is a visual glitch on ios. If you preview in research, it looks like it's the old Ballow. If you summon, it still looks like it's Ballow. But if you then restart after you have your hero, you got The Valorous King.
